FEMA - a conspiracy myth or a modern days dungeon?

is it just a conspiracy myth in relation to NWO (new world order) or an internment camps meant for emergency under presidential executive order?

if part of the NWO plan,  then that's explained on growing numbers of 'preppers' nowdays.

if meant for internment camps, then their 'preventive detention plan' (detainees who re threat to national security under prolonged detention but cannot be tried) is very similar to our very own ISA which was being lambasted previously !
